So I actually work in a related field and barring a potential massive cover up this really isn't that likely. They released those genetically modified mosquitos in the areas where natural mosquitos cause the most damage to gauge how well it worked at suppressing populations and infections . Within a host the virus is also competing with itself in order to pass on it's genes. Since there is such a large population, and it is going through generations so quickly it can mutate and evolve small characteristic changes that allow for it to out-compete the other members of the strain within the host.
However the hard limit to all of this is the host itself. If a virus becomes too adept at using resources and growing, and has no way to spread to another host before using them all up, the host dies and takes the whole viral colony with it.
This way the environment favors the virus that can exploit its host the most, without killing it before it can spread. If it gets less and less opportunities to spread, the limit that it can exploit is lowered, leading to a less damaging virus to the host.
Another example of this can be seen with the Spanish flu. It was first detected in American military camps as a regular flu virus. However once it got into the trenches at WW1 the life expectancy of a host was less than a week. So the environment favored those that could breed fast enough to be able to spread leading to a more and more virulent virus.
Once it got out of the trenches and into the general public it initially had a high lethality rate, but since civilians weren't packed shoulder to shoulder in mud drenched trenches it killed them before it could spread, eventually dying off.
This drop was then repeated after soviet scientist leaked the high virulence H1N1 strain from a lab in the 70s. A lot of the lab crew, and hospital staff got really sick, and I think some might have died, but then it slowly went back down to being a normal flu virus.
