I've been hearing about the dead mall phenomenon for almost a decade now, it's hard to believe that they're still building typical shopping malls and not focusing solely on 'power centers'.

Prisons have to be built to detention standards, which makes them expensive. Otherwise the inmates will exploit the structure in dozens of time-proven ways. The features you're observing, a wall and a tower, are a tiny percentage of the cost of a prison.
Retrofiting an existing structure to detention standards is always more expensive than just tearing it down and building a modern detention center. That's because the building envelope is only a small portion of the costs.
Now I don't know anything about "camps" and what security level they need. Maybe they are low security, in which case the mall could be converted.
It's more likely that the developers want the mall to be functional and safe if the US becomes more violent and dysfunctional. They might be copying some ideas from malls in third world countries.

First the Germans wanted to deport the jews, who had openly declared war on Germany, then the British made it impossible for them to deport them and instead forced them to hold them in camps. Then by bombing the shit out of Germany they also cut off supplies to the camps making them look like death camps by the end of the war.

This is entirely private enterprise. A lot of younger burgers don't like the chain stores that are found at the mall, so traditional malls are dying. This new concept is that if you create a community with normal mall, some outdoor shopping along a 'main street', some recreation, and housing (generally apartments); the burgers will spend all their money within the complex since there really isn't much reason to leave. Instead of drawing people from the outside which doesn't work anymore, they want to bring the stores, food, and entertainment to you.

The "towers" on malls are hollow. They have no structural significance outside of being an architecture fad.
Also, they would be at the perimeter, not set on the side of the building. Unless you think they are going to erect walls all around the parking lot and build new towers there as well.
Also the inside of a mall is the worst design possible for a prison camp scenario. You would have to bring in obstructions to build rooms in the large wide common areas that are designed for large groups of people to move through comfortably. Literally the opposite of secure prison design.
