Well, he spent a fuckton of money on them - paid to a California company called South Bay Scenic.
SBS claims to have done work with Mitt Romney's presidential campaign in 2012 and Joni Ernst's Senate campaign in 2014; their website is replete with other official-sounding namedrops.
Only SBS is headquartered in California, and California says that they have only existed since January 2015.
The amounts he paid them, for the period beginning October 1 and ending December 31:
