If you have read your Spengler, we are currently due for a Caesar and we are starting to match the charicteristics of the age of Caesarism. It's probably true, but doesn't mean it's an absolute that has to stay that way forevermore. It seems quite clear that each civilization has fresh blood and energy, conquers or settles a new area. Sets up something great with all that passion they have, and then over time, they race-mix and become lazy - getting fat and stupid on their conquering of nature, not keeping enough evolutionary pressure on themselves to evolve past this initial civilization point.

I think it's worth noting that most Roman military expansion was during the age of the Republic. The Roman Empire was characterized more by an inward focus, with a few exceptions of course.

Empires die when they begin to see themselves as Empires. Every great Empire in world history has risen to power through opportunism and ambitious bargains driven by secondary factors such as commercial gain or self-defense. Empire is never pursued as a value in itself. And it is only when it is that the nation begins to loose its initial vigorous ambitions of realpolitik and focus on moralistic crusades or pointless jingoistic grandstanding.

WW2 was the full realization of the eternal struggle between the Cro-Magnonian/Hyperborean Man and the Jew. WW2 never ended it just went into propaganda/spiritual warfare. The psychological warfare will continue the ramp up in the next few years and eventually lead to a very bloody violent conflict. This time the Aryan will win and we will enter a Golden Age with Germany/Northern Europe at the center.

The reason empires fall is the same reason that socialism falls: there is no way that a single person, or a small group of people, could have all the specialized knowledge needed to ensure that things run optimally. This is why a republic develops explosively and an empire declines (unless you have those 1/century people in charge).

With that being said, I don't think that any republic can survive when citizenship is granted and not earned.
