Bullying is not "judgement". Bullying is just that, bullying. Oftentimes the bully doesn't even need a reason to be an asshole, they just are. Other times they are a bully because they were bullied.

Even when you find that small sub-set of people who actually "bully" because the person is being dumb or whatever, that's not bullying. That's called a disagreement.

Bullying the way you describe is nonexistent because the type of children you explained as bullies don't want to get in trouble, which is a shit ton. The only types of bullies that exist are extortionate fuck heads that deserve to be beaten. The problem is extortion is very much a psychological thing meaning the victim won't speak up because of fear- the same way better individuals won't speak up to call out someone-. So it's the systems fault. Punishing people that don't deserve it because they said "Haha look at this BLANK they're a BLANK" and not the REAL bullies.

Criticism is good. Let kids do whatever they want in terms of social relations (if they want to exclude, it's their choice). Promote a healthy attitude and no-tolerance towards real anti-social people (including assholes shitting on the unfortunate, bullying, like it would fucking help people in any way) and respect. It's not your fucking job to try and "save" people. Let alone by allowing bullying. If certain people are born losers let them, respect them for what they still can contribute.
