He wants to play it safe. Talking about China is safe. Talking about all the evil things in TPP will make him more enemies, and he might not have a problem with these things anyway.
This has always been his style, no specifics, just populist talk. It's smart thing to do the first couple of times, but if you keep repeating this shit in every debate, people will think you have no idea what you are talking about.
