How to stop people from having children?
For Americans, Japanese and most of Europe,, you first modernize the economy so that the family ceases to have any economic value.
When the majority of people lived on farms, a child of ten was actually useful. They could do chores and such.
Then you invent easy and reliable birth control so people can have all the sex they want without the risk of pregnancy.
Then you get women into the workplace, so they spend their brief reproductive window trying to establish a career.
Add a culture of consumerism. When a couple has to decide between having a baby or big screen television,, the baby gets put off a little longer.
Finally,, start making the standard of living decline. Make it so, people cannot provide the upbringings they had to their own children, and have to endure the shame of being downwardly social mobile.
and ta-da! The civilized world stops reproducing.
