To date, Mr Cameron has said he wants to curb benefits for migrants, end ever-closer union and give national governments the power to block Brussels laws.
But London Mayor Boris Johnson broke cover at the Tory conference to urge the PM to go much further, demanding a cap on migrant numbers.
'It should be up to this parliament and this country – not to Jean-Claude Juncker – to decide if too many people are coming here,' Mr Johnson said.
'People do want British immigration policy made in Britain. That would give us control and if we had control there would be far less public anxiety.'
The Wycombe MP added: 'In a constituency like mine, that has a large community with families outside the European Union, they want to see a fair policy which applies equally where you are coming from outisde the UK.
'People don't have any faith in the common European citizenship policy. There are lots of lovely European people in the UK but we cannot go on with this lack of faith in the immigration policy.'
