You know… I think we can game this system.

Just speculating, but since they can't do automated identification by content, they will likely employ some sort of trust web, e.g. Known Shitposter A retweeted Suspected Shitposter B's image macro therefor flag it as suspicious.

This way, groups like #AyyTeam can periodically retweet/favorite "legit" memes (like Hillary campaign literature) and thus introduce noise into their signal. A million dollar budget won't provide the manpower (sorry, womynpower) necessary for manual review of results.

Hoist them on their own petards.

The bot just searches for patterns I presume. If it finds "something" is repeated often, the "something" gets flagged and sent to human testers for final analysis.
