Not so strictly, as you can see in this very thread, more and more non-Japanese are using anime to refer to all animation. I'm sure you remember back in the 80s we called it "Japanimation". As its popularity increased in the West, it gained the attention of proto-SJWs who assumed it was a racist compound of Jap+animation instead of a portmanteau of Japan+animation. In a move of misguided cultural appropriation, the fandom thought it would be cool to use the same word the Japanese use, under the mistaken assumption that Japan only used "anime" to refer to their own animated product.
Well guess what? People are wising up, and realizing the mistake. But rather than correcting the mistake, you'd rather keep perpetuating it. Who's the dummy who should gtfo here?

No you moron. Most people still use Anime and Manga to refer to the stuff that adheres to the style and genre conventions that grew out of the japan and is still mainly produced IN japan.
When you refer to anime, most people think of not only an animated show, but one in a specific style of animation, while most western shows and movies fight to establish their own style except for Disney movies whereas anime is mostly made in roughly the same graphical style, shares a subset of genre conventions as so on.
While most anime is made in japan, an increasing amount of stuff like Avatar the Last Airbender is made in the west that specifically apes the anime style and a good argument could be made for such shows also being anime.
However, unless you are speaking japanese, the term anime does not cover shows and movies that doesn't follow the style and conventions of the genre. Like Star VS the Forces of Evil or Wander Over Yonder that don't follow the anime conventions are rarely if ever refered to as anime by anyone outside japan.
TL:DR The word Anime refers to a style of animation with set subgenres, not necessarily all animation unless you're speaking japanese.

More people every day are using the word "anime" to refer to all animation, and this is a good thing. If different people around the world are using the same word to describe slightly different things, this can lead to confusion in international communications. Why are you so opposed to progress that you feel the need to call people morons just for acknowledging a positive trend?
