Back in the day there was NVU. It seems that it has been discontinued, though. Apparently BlueGriffon is supposed to be a replacement but I've never tried it because I usually write anything with a text editor nowadays. You could start with Neocities to test your site.

What exactly do you want to create, though? Maybe we could help you get started.
