they usually need a little fixing up, nothing major, just stuff like removing the carpet and replacing it with tile, and replacing the fridge with a big boy fridge and stove for an electric griddle, and maybe getting a window unit if you live in a hot area ( cheaper than hiring someone to work on the antiquated specialty ac's they can have).
also make sure to find out how the septic system works, some of them cant be permanently hooked up to the septic line; you have to wait for them to empty and then flush them out with a special connector that lets you hook a water hose into the line.

thats not unusual, the one i lived in was 350$ with power, water and cable up until the recession. original owners sold and the new guys jacked it up to 500$/mo.
