Is there any serious similar to 'Another' or 'When they cry'?

I love this eerie village/small town type of setting.

Currently watching "Ookami kakushi".

Not sure if any good. The beginning of the first episode kinda ruined it for me.

Seconding Shiki, you might also want to check out Ghost Hound, it's got a similar setting and deals with astral projection and hauntings. Boogiepop Phantom is also really good but it's more of a grungy urban setting with lots of urban legends
