I don't know about if it's precisely "arthouse", but I enjoyed Tatami Galaxy as an artsy-fartsy-ish kind of anime.
I wouldn't call it surreal, but it did play with concepts. Do you have any examples of surreal stuff you like?

If you're asking for pretty films and anime, there's tons, but if you're asking for anime that's used as a medium to express a concept or idea in a visual way, then that's a bit tougher. I can imagine a series that would be able to do that, since it's weekly 25 min shows. You're probably looking for films, like The Girl Who Leapt Through Time, and 5cm/s
