If you want more brooding Oshii films Try out Ghost in the Shell, Jin Roh(written by Oshii, not directed), and Patlabor 2. To watch Patlabor 2 it is recommended that you watch The early days ova and then Patlabor the movie. As for dark, slow, moody, anime films with an artsy side I'd go with Night on the Galactic Railroad. Also check out some of the short film compilations that Otomo has worked on. I'd most recommend Manie Manie(Neo Tokyo). You should also Give Memories and Robot Carnival a shot. Memories is often considered the best, but i feel that Manie Manie is the closest to Angel's Egg. As for A E S T H E T E T I C S, try out Gosenzosama Banbanzai! A short ova by Oshii. 1001 nights if you dig Amano's art style.

Ooh! thanks for the suggestions, looks like ive got quite a few to go through (only seen GitS form the ones you mentioned)
Also, im not lookign just for 'dark slow moody' stuff, 'bright slow cheerful' is more than fine too - like say some ghibli movies, they have strong artsy aspect to them as well.
(just realised i really like more painterly watercolour backgrounds)

I'd still go with Night on the Galactic Railroad. Gosenzosama Banbanzai! is funny for the most part and it emulates a play. Ghibli movies are great. I like Whisper of the hear out of those the most. Can you give more examples of bright, slow, and cheerful? Have you seen Royal Space Force: The Wings of Honnêamise? Everyone should see that. Another A E S T H E T E T I C S anime would be Take the X Train. It's an ova by Rintaro.

The Girl Who Leapt Through Time would probably fall in that category, since not much happens throughout the whole thing.

Im behind even on my wester animation watch list - as theres pretty much nothing on it right now. And for some reason its really difficult finding 2D western animation, you only hear about the ones that got nominated for an award like Song of the Sea or The Triplets of Belleville.
There must be tons of less know gems that are just hidden due to the lack of buzz, stuff from all sorts of countries that doesent even get english dub.

Ping Pong the animation seems to fit your requirements.
Mononoke has an interesting artstyle too but I'm not sure I'd consider its atmosphere to be particularly noteworthy.
In the other hand, Texhnolyze has a great atmosphere but its artstyle can be quite underwhelming in some points of the show.

Can't believe no one mentioned anything from SHAFT. Things like Madoka, Sayonara Zetsubou Sensei and the Monogatari series (watch it in the airin order) are probably something you're looking for. Watch Bakemonogatari for the best experience, if you like it continue watching the monogatari series. Madoka is next on the list and it has great artstyle and atmosphere. You might not like Sayonara Zetsubou Sensei, but it's definitely worth checking out. I'd post some pics but I'm in a hurry, sorry OP.

Dead Leaves, Redline, FLCL, Diebuster (watch Gunbuster first), Dragon's Heaven, Paprika. And Kawajiri films too, although the animation is not much stylized they all have a good atmosphere and setting.
Both pics are from Dragon's Heaven.

Glad I could help. One of the anime I mentioned called Manie Manie has a segment directed by Kawajiri that >>6103 mentioned. If you like that one in particular I'd recommend Cyber City Oedo 808. As for Kawajiri in general, you can never go wrong with Ninja Scroll. Not to mention Vampire Hunter D: Bloodlust. That's probably my favorite thing by him. It's a shame that the BD release was so poor.
