I used to play RS3 a year ago, and just made a new account to try it. I like all the new quests and the bounty of lore added. It makes me kind of sad that they aren't in 07, but I can't stand the new skills (or additions like runespan) or how the game feels. I'll stick with 07 and plead for a new quest or two, and that the game will catch fire and people will play.
