1) this doesn't give any good explanation of what momentum is
2) velocity is a vector, it's not just will it move or not, it's also what way it moves
also technically 3rd frame of a 1/2c particle is already incorrect because by uncertainty in your model nobody guarantees the particle will have moved a single frame by then (and by frame 4 there'd be 1/8 chance that it's moving at c and 1/8 chance it hasn't moved at all)
