The sеxy rulе was: "attached file must have a notieceable transparency"

This means it can't have just one transparent pixel, but a sensible portion

Embeds were not considered as they are technically not attachments (they are hosted off-site). They would've been banned anyway.

PDFs were a grey area because, unlike other avaliable formats, they are not properly made of pictures, and as such the concept of "transparency" is not really meaningful

They were banned to avoid confusion and because transparency on printing paper makes no sense anyway
