The image is only an allegory.
There is an arrow from a bottle with a skull on it, representing poison, pointing towards Link → meaning the links are poisoned. The Umbrella Corp. logo in the background and the linked circles (notice the red circle in the middle) stand for the 'spreading' of the bans (or you could say posts infect other posts).
The black dude is an actor playing a vampire, an other hint for posts getting 'infected' and the spreading of the bans. In the series he stars in, he is the only 'true' vampire, meaning he wasn't a human before. In his speech bubble he says ego (Latin for I) equal or smaller to 4589 (in Latin numbers, spelled in the NATO-alphabet), which are posts that were 'naturally' banned and not because they got 'infected' by other posts.
