The Bolsheviks did organise armed militias. The soviets were councils of soldiers (and workers) who had been conscripted into the armies of the Russian Empire and provisional republic. If you mean that the Bolsheviks should have organised these militias prior to the revolution, you're forgetting that the Bolsheviks had been banned and suffered repression from the Tsarist secret police.
