I feel like you haven't lain the groundwork for justifying this legislation. For example, why is Mr Smegma uniquely qualified over, say, a committee appointed by /sen/? What constitutes a failed GET? Will the information gathered by /sen/ be stored in accordance with the relevant data protection legislation and established policy and procedure for best practices pertaining to sensitive information?

Addendum:
1. A failed GET thread constitutes when the conditions on the thread post contradicts with the post number.
2. The data gathered will have to comply with public data protection legislation, similar to IRC bots recording public conversations.
