It's definitely not as easy as you think but I'll try and describe it as best as I can and hope that it may help you. I don't know anything about extracting models from Fallout however Gmod modelling and modding I do know.
First, you'll have to get all the models and textures into the appropriate file types. .VTF (Valve Texture File) for textures, .VTM (Valve Material File) for materials and .SMD for the model itself. Now, not much has to be done for the model to be a ragdoll. However if you want it to be a playermodel you'll have to rig it to the valveBiped system. Which can go either simple to annoying in a matter of minutes. Once that's done you need to make a .QC file with all the correct pathings to the textures, materials, as well as any animations, physics, phenomes or bodygroups you want to add on as well. After that compile the QC into an .mdl file and construct the file system you laid out in the QC in the Garrysmod folder inside the games root folder.
