You do realize that there's not going to be any CP on a clearnet site, right? Shotachan has been around for a long time, it was actually a regular anonymous forum, before the admin decided that "chans are on the way out", and turned it into a regular forum. It's mostly just a bunch of links, and they cater to the gay shota crowd, more than the /ss/ crowd, but it's an okay forum. Their galleries are pretty extensive, but they don't really have a whole lot that exhentai doesn't have. More games, I guess.
Shotachan is more or less safe. They don't allow CP, and they don't allow any sort of child model stuff, as far as I know. If you've got no problem going to exhentai, you shouldn't really have a problem going to shotachan.
Full disclosure, I've had an account there for over a year, but I don't really go there much. Their /ss/ section isn't particularly amazing. There are a couple of in-house artists, but there isn't much community around them. Mostly just the artist dumping sketches, and people saying, "lol I fapped".
The big draw, honestly, is the gallery.
