Accent and Dialect can be synonymous, in the case of that image they are. One cannot speak a dialect without having an accent. And EVERYONE speaks dialects.

There is a difference though;
An accent is the way that particular person or group of people sound. It’s the way somebody pronounces words, the musicality of their speech, etc.
A dialect describes both a person’s accent and the grammatical features of the way that person talks.
What you're referring to is General American which is what people speak on the television, which is the same English that news casters are expected to speak in. It is an accent though. There's no such thing as 'No Accent'

Every single person has an accent. It's just a manner of pronunciation. General American is as much of an accent as Received Pronunciation.
