Even with SOC 1.04 and newer releases, multicore is godawful shit and 95% of the game runs entirely on one core.
Sun ray shaders being unoptimized doesn't help, nor do the times of day shadows for objects are really long (despite draw distance for quality shadows being Xbox-tier short).
