But the way the movies describe how the Force works, the suit wouldn't be a limitation. The Force operates at a mental/psychological/belief level. Also Frank Augustus Palpatine was an old wrinkled ballsack. And as show in RoTJ, old age do impair the abilities with the Force (Yoda kicked the bucket from old age)

vader couldn't learn force lightning, despite being a signature sith move, because he would fry his suit and kill himself, it's just as much physical as it is mental. on top of that, vader is told that he killed his wife despite turning to the dark side to save her in the first place, meaning he killed the jedi and almost killed obi-wan all for nothing. the dude is emotionally compromised, and all he has is his anger.

unlike yoda or obi-wan, sheev wasn't a hermit in exile, he obviously kept his health up.

TLDR, shit suit fucked up his bio, thus fucking up his Force connection. Also he was essentially dead inside after he got lit up and told the bad news that he was the bad guy all along. Fucked up mentals put a further block on his Force access.

So Sheev kept him around as a tool, one he could fuck up fast with Force Lightning if need be.

Now when he didn't have his mental blocks in the old EU, usually when shit drove him up the fucking wall (generally Padme related) he could tear fucking buildings apart just by whining like a bitch.

By that logic Augie would zap himself to death, as the lighting would flow all over him, instead it came only from the tip of his fingers, it wasn`t an AoE spell.

Vader got fried and blinking as a christimas light due Frank targeting him in the end. That explanation of "Vader can`t use force lighting because his suit" never suited well with me, because makes no sense.

than Palpatine`s because it had a reason, an clear origin. What Palpatine hated so much or what made him so angry to generate a stronger emotional stimulus to call upon the Dark Side?

Palpatine kept his usage of the force at minimum for most of his adult life. I don`t remember anywhere explaining on how force users used the force to delay aging, if it was a conscious effort or a "passive" effect of being force sensitive. Palpatine was in his 80`s during the RoTJ era, his body would naturally be weaker, feigned weakness aside.
