Because Jedi are supposed to be humble, and not see themselves as above or better than others. Their place is to serve the galaxy, and the mode of dress (in addition to being plain, unassuming, and comfy) is to remind them of that.

Additionally, it's evidently theorized that the very first Jedi came from Tatooine, and thus dressed like he always did. Everyone else just followed suite.

So Ben Kenobi is in hiding on Tatooine,, but he doesn't try to blend in and keeps his wearing his vestments. That's like an S.S. guy in Argentine in 1947 walking around in full Nazi regalia.

Uncle Ben and Aunt Bee keep Luke's real father and true nature a secret from him, but dress him in the Jedi uniform.

Well, like I said, the robes are supposed to be plain and unassuming. The idea is that most people wear robes like that, they're not assumed to be special.

Unfortunately, with the exception of Han Solo and Lando, you don't really see any civilians.

I think the robes in the prequels are a bit overdone myself (granted, I'd wear the shit out of them, especially ones like Obi-wan's), and would have much preferred it if they stuck to a design closer to Luke's- not necessarily black, you could have let them be of different colors, but that general design.

Interestingly enough, I only now realized that Luke and Dooku have very similar outfits.
