I had to get a screenshot from my HD copy of Revenge of the Sith and flip the image vertically and horizontally to recognize any Aurebesh:

It doesn't make any damn sense. Looks like they threw random crap together and flipped it vertically without reason.

Looks like he's reading a different dialect of basic but instead he's reading it backwards.

Or this is Nip speak in the Star Wars universe and he is reading it from right to left.

I also tried to read Star Wars galactic phrase book, even reversed the words to see if it was another language but in basic. Its just gibberish.
