The main problem with Krokodil as a solution is that it's easier to just get heroin or opium than it is to get codeine, at least in the US.

You can always go out into the woods in the fall and toss poppy seeds in a sunny place. Come back next spring and they'll have grown into something that can kill you.

If it appears that you're growing it for recreational purposes, they can. I think it would honestly be safer to make it hide in plain site. If you're growing them in you're garden, people see them as pretty flowers. If you're running a drug farm in the woods, you could end up in some deep shit.
