It's in Norway, and is easy to access once you get to Stavanger (a major city there). The major benefit of this place is that it's also a tourist attraction, so you can stand on the edge for as long as you like without raising suspicions.

Have you been at a cliff or a height before? I have. The survival instinct can kick in on overdrive when you're standing there, but it won't mean that "you" have changed your mind. Once you leave the cliff you will be suicidal again. The whole point of the pact and handcuffs is that we're helping each other override this instinct, so that when one jumps the rest are doomed.
