My answer to that question is yes.
Grocery stores can only sell mild alcoholic beverages 9am to 9pm.
Strong and medium alcoholic beverages are sold by a national monopoly at Alko stores.

There are lot of stupid restrictions in Finland, but I think most of them comes from EU. For example, it is permitted to sell too curvy cucumbers.

日本人は6年間英語を学ぶけど、英語が話せないという人が多い。　フィンランドの人は母国語の他に英語が話せる人が多いね。　この違いはどこからくるのか不思議です。

it's not like that. Finnish people do like to mind their own things but tourists are always treated well and people like to talk to foreigners.

Finns might act cautious at first but they'll open up after you've talked to them for a while. The easiest way to get people going is to drink alcohol with them naturally
