If you're collaborating with a small team or organization, then you need it or gitlab.

Otherwise with cgit you'd have to install an additional issue tracker. And with gitlab you get further features like a slack-like chat server packaged with it for collaboration.

The Freenet FMS has some great ideas. Anonymous (on network level) and decentralized but messages are tied to cryptographic identities. This allows easy filtering based on reputation. Also to announce newly created identities, you need to solve captchas provided by other peers. Spam can't join easily let alone flood and nothing gets hot pocketed.
