I believe the last active project using it (xonotic) is actually switching to c++ in a vm because quakec is way too old, way too inflexible, and way too slow. While quakec was designed by Carmack it was designed in the crunch to ship quake and considering that since then he's made dozens of radical revisions to the portable bytecode vm concept (and dedicated scripting languages like python and lua have emerged) there is no way you could consider this antique the last word on scripting languages.
Having said that quake1 is one of my favourite games, and still is, because a bunch of really top notch level designers are still using it as lo-fi medium to do mixtape style experimental releases on because it's way faster to shit out a good looking concept than UDK.
