Ixquick was a meta engine with multiple sources that weren't Google, Startpage was just a Google proxy, the latter also became hugely popular after Snowden, while the former stayed ignored. There's really no reason for them to be separate projects, considering they're made by the same people. Also, as >>544579 said, Searx is better in every possible way.
