Yes, PGE1 definitely has a very anti-mer vibe to it. The book was written during a time when Elves were, at the least, treated with contempt and suspicion, especially given the growing tensions between the Aldmeri Dominion and Tiber's Empire.
You have to understand that before Tiber Septim nobody really envisioned a world where Elves and Men could work together for common goals. Most humans still viewed Elves as those evil conniving bastards who had once enslaved them.
The critical remarks made towards elves in PGE1 aren't completely unheard of. For example, calling the elves 'unimaginative' is just a more condescending way of saying that most elves uphold very strict traditions.
PGE1 is one of those things that really make TES lore feel a bit more in depth and realistic, something the ESO devs should really take notes on imo.

I find it incredibly annoying that they want us to believe that the historically most fractious group of people are also the most culturally homogenous. It makes no sense at all. They mine as well just flat out state that Bretons are the worst race.
