To my knowledge, we don't know the answer to your question with certainty. Sources that refer to the exact goals of the Hist are vague, and if anything more specific exists it's in ESO which I haven't played (since closed beta and cannot comment on because I never found anything.)
There are a couple of really cool theories, which I'll get into in just a second, but first let's talk about something we definitely know about: Argonians.
There appear to be two ways to use this word. One refers to the various types of amphibious Saxhleel most often referred to as Argonians. The other is a more abstract term that seems to mean "Anything that helps further the goals of the Hist. Whatever the fuck that might be."
In both cases, Argonians are tools of the Hist. They're a means to an end.
As to what that end is, we do have a few hints. We've learned that the Hist act as a repository of Memory. We know that they use Saxhleel as their physical agents in the world to go out and learn and remember things that the Hist themselves can't (among other things, of course. Many tools for many jobs).
We also know that they are associated with a mythic action of change called the Striking or Exact Egg-Cracking. Padhome more or less invented this action when he struck Nir into the twelve worlds. Finally, the Hist have some association with those original twelve worlds (though most people reject a literal interpretation of the Annuad's story here).
Considering the Hist's strong association with Sithis, it should come as no surprise that the thing Padhome is best known for found it's way down somehow.
These things in mind, here are two fun theories on what exactly the Hist are and what they want. I'm not saying either is objective truth, and I'm still not sure how I feel about them, but I have to admit they're damn cool.
#1: The Hist are trying to create a single, cohesive HIST-STORY through all Dreams.
In this theory, the Hist exist to remove ambiguity in the narrative of the Godhead and its many subgradients. Here the abstract "Argonian" is anyone who accepts the Hist's version of events. It has the added bonus of playing on the Mythopoeic power of Memory in order to give the Hist more influence the more creatia aligns with their narrative. In this way, the Hist can retroactively insert themselves into past dreams in order to continue spinning their single cohesive narrative.
In this theory, the 'true' origins of the Hist are either unknowable or irrelevant. It is reasonable to suspect that, in order to explain their future-past presence throughout the entirety of existence, HISTory will remember them as the first. The Root of the Godhead.

This is extremely telling. Especially the second part. The way they WOULD do it. It sounds to me like the Hist are following their own Walking Way, but the fact that it happens to be a Walking Way is incidental to their true goal.
If the HISTory theory is true, then the fact that the Hist may rewrite themselves as the authors of all isn't even their real goal. Just a side-effect of the fact that they want one truth. One story.
It also adds to the Jills vs Hist 9th era stuff. The Jills also want one cohesive history, but that history is mutually exclusive to HISTory. Eventually this conflict comes to a head as noted in KINMUNE.
#2: The Hist are Ald-Anu's Nightmare of Padhome.
Imagine your brother just murdered the love of your life and her kids, and you cry yourself to sleep. You dream about the kids growing up. They're okay. They're safe. Sure, sometimes things don't go their way. Sure they get a little scraped up now and then. They'll only be stronger for it. They're all growing up so strong. Nobody can hurt them anymore.
But there's always something lurking in the corners of your vision. Sometimes someone comes along that you don't recognize. Is that one of your children? You…you can't remember. They're asking questions. Learning about the other children. Living among them like they belong even though for some reason you think they don't. You're not sure what to do. They're very strong. And they're making your children strong too. You're afraid for your children, but they look so much like one of yours.
And then they raise their fists to Strike…and there's nothing you can do. You can't save them. You couldn't save them.
You couldn't save her.
