The Falmer are pretty interesting. Meeting Gelebor and exploring the Chantry of Auri-El in Skyrim makes me want more of them. It's just a shame they got utterly #rekt by the Nords and then even more #rekt by the Dwemer.
Their aesthetics are incredible, though - imagine a Falmer city. Skyrim's design team knew what it was doing. Gelebor's dialogue at the end of Dawnguard definitely hints at future encounters with the Betrayed; probably if we see a game in High Rock, I think.

As far as retarded? They had a prosperous society for possibly millennia, and as far as we know, they only made two mistakes which damned them: underestimating the Nords and Ysgramor, and misplacing their faith in the Dwemer. The latter only came about due to the desperation of their situation when they were faced with literal extinction. So I suppose Nords > Falmer, in any case; but I still think the latter are fascinating.

This is a pretty big misconception. The Falmer were never faced with extinction, they just pussied out when their glorious Snow Prince, who they put all their hopes of victory on, was killed by a 12 year old girl (they loved this guy so fucking much that a bunch of blind slaves secretly carved a massive statue in his likeness while still in a dwemer holding).
There were shit tons of Falmer who took refuge with the Dwemer. Enough where they were able to wage a constant war in their own citadels for decades.
