It could have been anything. the "Furry" community/fandom/whatever is a lot different now than it was in the late 90s when these design decisions were probably being made. Anthropomorphic animals were just trendy at the time.

Anyway, most likely, it was more because lizardmen and cat people have been in fantasy for a very long time, and while not always prevalent, they aren't exactly rare either.
Of course, being different is often a goal anyway, so they could be taken just for that regardless.

I'd imagine they just needed another cliche fantasy race that wasn't just humans or elves, and since they already decided to not use actual dwarves, that left halflings/gnomes or beast people.

Somehow I doubt that, OP. While the furry fandom is old its shaping into what it is now came after the existence of The Elder Scrolls. Perhaps its the other way around and khajiits where one of the things molding what is the modern furry since from what I know about furries they where molded from an interest in anthro animals stemming back to the golden age of cartoons and pretty much everything like than going from then to the 80s/90s when they started to gain recognition. Not much and increasingly negative going into the 2000s where the term "furry" was becoming a thing. But that didnt stop furry fandom from growing increasingly popular and likewise TES was gaining fame slolwy but surely as we left the 90s head first into the 2000s to a whole new level of success that is the Skyrim era of the 2010s. Say what you want about what that interest is. Some say roleplaying, some just like the look, others want a humanoid animal to wank to and get payed money for the general public to wank to and create one big wank hugbox or circlejerk if you will. Then there is me. I just so happen to be a big cat person. Regardless still going to say no but then I could see why could someone thinks that. TES appeals to what was once and somewhat still is "geeks" and a"nerds" and generally people with non conventional and niche taste. Especially in the 90s where gaming was still seen as nerdy and childish even if slightly less than the 90s. So as far as im concerned I could agree with that notion as far as the idea of "nerds appealing to other nerds". One set of "nerds" being the D&D and rpg fans that would create the series appealing to the "nerds" who like antro animals for whatever reasons I just stated. Sorry about making this big, poorly organized paragraph. I was bored, missing Skyrim, missed this board(and the flags which seem to be missing) and have had a little bit of vodka(the fucking lightweight cunt). Its nice to be back, /tes/. Hope my pointlessly long summary entertains you.
