Reinstalling oblivion need help on two things
A class that doesn't suck and last time i played by level 5 bandits had glass armour and were overpowered is there a fix for that?

For stealth try out an agent, pilgrim, or bard.

Magic I'd say witchunter or spellsword. Maybe even a battlemage, but I played a spellsword my last run and I had a pretty fun experience with it.

Combat, idk. I rarely ever play combat classes, though I did play a Redguard Knight once but that was in Morrowind. I didn't get that far with it.

If you want my full recommendation I'd say Argonian Witchhunter or maybe even a Khajiit Monk but keep in mind that Khajiit get a -10 to Willpower but you can negate it by getting the right birthsign, Lady I think
