Well, considering racemixing results in the children being of the mother's race and Hulda is a Nord, Saadia couldn't actually be her daughter. I think it's just a word used in that specific context of Huldar being the innkeeper - similar to how Hulda refers to Mikael as "son." Anyways, there are only three Redguard men in Whiterun; Nazeem, Amren and Brenuin - the former two being married and the latter a filthy beggar.
