As for what you're actually looking for in the state:

Don't know about building codes, but Texas is pretty cheap for a big State, and its cost of living index is less than Wisconsin's so I think you can find land that's pretty cheap if you do a google search.
>unskilled labor
Amarillo has good jobs for unskilled labor at a meatpacking plant, but those jobs tend to be taken by refugees from Africa and the Middle East so you probably will have a lot of competition. (Fun fact, we produce 1/4th of the nations beef).
>people that aren't stupid
If you go to a city that has a university nearby you'll probably find
smart people. If you choose to live in the panhandle or West Texas, you'll probably encounter a quite a few rednecks, even in around places where smart people tend to congregate. That being said, I prefer rednecks to the hipsters in Austin.
I'd recommend the panhandle in general, except for Amarillo, due to low cost of living and a few decent universities and colleges in the area. If you make at least 20,000 dollars and you live by yourself I think you'll be fine in the panhandle.
