If they were raised by the Schola Progenium, being the orphan children of members of the Adeptus Terra, and they meet the requirements to be inducted into the Adepta Sororitas, then sure, why not. Ogryn almost certainly can't, due to their decreased intelligence, but Ratlings might be able to if they are of sufficient faith and physical capability.
Ask your GM whether or not you can use the Ratling Homeworld option from Only War in Dark Heresy 2, then take the Adepta Sororitas Background and a suitable Party Role. Maybe she was the daughter of some Ratling Adeptus Ministorum preachers who died in a tragic accident or something.
I'm not sure if they make Power Armor that small, though, so she'd probably have to join one of the Orders Non-Militant.
