For reasons that aren't really worth blogging about, I haven't played a tabletop RPG in close to a decade–only browsed through a couple of rulebooks (what the fuck happened to D&D while I was gone?).

This is about to change. A few friends of mine want me to run a campaign for them, and though I have a basic idea of what I want to do, I have no idea what rules system would work best for this–off the top of my head, I'm thinking D20 Modern, but I have no idea where my old splatbooks are or even if a better system for this kind of thing has emerged since.

Simply put, the campaign is supposed to center around mercs vs monsters–if you're familiar with the Resident Evil series, the players basically play a unit of USS-equivalents, getting deployed into the unknown to investigate spooky stuff that almost certainly will end in a hail of bullets. The guys I'm playing with really enjoy crunch and character optimization, so a system that gives them a lot of build flexibility would be a big plus, but I also need a good way to handle ammunition. Nobody wants to have to track individual rounds, but there needs to be some mechanical way to both force the occasional reload and put the group in a position where they can't really afford to just stand their ground and go full auto on everything they see. Ideally, they want to be doing as much running as gunning.

The kind that can be stopped by the proper application of conventional weaponry. The plan is to start them off against lab experiments gone wrong, from drugged-up crazies armed with primitive weapons to bestial bundles of sinew and teeth to prototype killbots. As the campaign goes on, they'll find themselves in the middle of an arms race between various factions all looking to science up their own made-from-scratch armies, so there's a lot of room for implementing various enemy types, though without necessarily diving full-on into the occult.

As flexible as it gets, very lethal combat (forcing players to run), and obscene levels of crunch. Make sure you use the fright table when the mercs get spooked.

Don't use their autofire rules, use 3 attacks at a -6 penalty, and save the area fire shit for suppression, DC 15 Will or Reflex save or be shaken assuming the attack hits against AC 10. And cover doesn't factor in so that's helpful.

Gurps would be a good choice. With a couple tables, you can easily power through all the crunch and keep the game flowing quickly.

If your group is autistic, likes crunch and optimization then you should be solid.

Savage worlds might work.

They have that whole, "weird wars" thing that might be perfect for that style.

I'm going to be the fag to say Twilight 2000, just for the sake of being different. But Only War is probably a better option.

And fucksakes, don't run D20 Modern. There is a lot of better stuff out there.

As far as I know of other people's experiences, GURPS tend to be unrealistically lethal and ammo-conservative, in an ironic way.
