So, my long-running DnD game is coming to a close, and I'm really feeling like running something Cyberpunk, and I need a good system for it. I'm thinking that the plot will focus on the PCs as a group of mercenaries hired off the books by the government/police to take down various crime rings, while still profiting off of their own schemes. I think I want the world to look like Deus Ex: Human Revolution, especially the Hong Kong area.

The things I'm looking for:

Fluid combat

More fluff than crunch (Coming off of over-crunchy 4e)

Rules for cybernetic implants and such

A game meant for long-term play. We play once a week, and our campaigns still last 1-2 years.

Not op, but he said low-crunch. Not exactly gurps territory. Admittedly though, other than maybe some homebrew, it is the best. You can just set aside a few papers with rules on shit, and cut out unnecessary crunch by doing things like not requiring a roll for simple actions and focusing more on the planning and espionage before possible combat.

But seriously, gurps is best for literally these sorts of games, and it's only crunch-heavy when you let it be.

I assume that you are familiar with Cyberpunk 2020?

It is the natural choice if you don't want GURPS.

Aside from Cyberpunk 2020, you could try D6, but that doesn't have a lot of fluff.

TORG has insane crunch and insane fluff.

RIFTS might be an option, or some kind of Palladium Cyberninja/Superspies game.

I looked into Cyberpunk 2020. I don't know how I feel about the Netrunning system, and the book is cheesy as hell, but it's not a bad choice.

Call of The Void plus the prosthetics from Song of Swords could actually do it. Song of Swords is the 'main' book, with COTV being a scifi/dieselpunk spinoff. But the main book has rules for prosthetics.

Call of The Void itself is only like 40 pages, is pretty realistic without being too crunchy or slow to play. And it's even less if you want to avoid the rules for ship combat and magic.
