The new Start Collecting boxes are excellent value for money and they come with a rules card to field everything in it as a single formation. I don't know how well the rest add up, but the Tau box at least can be made into a 500 point force, which is the smallest standard size. They'd also be a great choice to buy for an allied force if you ever felt like trying out a different army once your main has grown a bit.
If you can find someone to build your models for you, ask if they can magnetise some of them them. In a squad of Tactical Marines, you'd only need three to be magnetised (One for a special weapon, one for a heavy weapon, one for sergeant equipment), since the rest are only going to be using bolters. Then you can swap equipment around as you desire, instead of having options glued permanently to your men.
(I don't know how bad your EDS is, but I presume it's not going to be easy for you to carefully drill holes into little plastic models and then superglue tiny magnets into them the right way, which is why I suggested finding someone else to do it)
When building, think about how easily you're going to be able to paint your dudes. If you glue a gun into someone's hands and it's held tightly to the chest, you're then going to have difficulty painting that chest, so leave some parts unassembled before painting.
Get a Helping Hand for painting. It's a little metal stand with some clips to hold your parts. Useful for anyone, invaluable I'm sure for someone with a disability.
Make a wet pallet for your paints. I use a disposable plastic plate with a couple of sheets of wet paper towels in it, then a sheet of wax paper on top. The water very slowly seeps through the wax paper, keeping your paint from drying out as you work.
Vallejo Game Color paints are great. They come in dropper bottles, so they aren't going to dry out on you.
