They're the Daemon Princes of the God-Emperor, I think. The Greater Daemons were the Primarchs; IIRC in the Horus Heresy novels, one of the Primarchs more or less explicitly states that Greater Daemons and Primarchs are more-or-less equivalent sorts of beings.

Humanity kinda runs the gamut of psychic potential; Eldar, for instance, are all psychic on a moderate level and can develop it, while Tau are consistently below human average. But humans are a lottery that can be anything from planet-breakingly powerful (and usually don't last long before Chaos happens) or can go around the other way to become Nulls and Pariahs who are any-psychic.
