Maybe he does get some personal satisfaction out of it, maybe he wanted a character to represent himself and figured he'd use the same character for different pictures to save time and because as you said, not a lot of people care about the tickler or captor. Maybe he did want to create a signature of sorts or a character who people would think of when they thought of him. Said character also crops up in at least two of the comics he has done, so that could play into one or multiple of the aforementioned reason.
You probably won't get an answer out of anyone but Kidetic himself. Personally, it doesn't really bother me since to my knowledge he doesn't try to shove said character into commissions nor has said character become obnoxious or tiresome by turning up everywhere.

From the artist's PoV, it really has nothing to do with the viewer. Mostly artists do it because they really want to tickle the lee themselves, and so they appease that by doing some kind of self-insert character or at the very least one of their OCs as the ler. I honestly never had a problem with it as long as the focus on the OC is minimal.

Various reasons, the material in question may not be known by people who are at least decent at producing content, it may not be known by the people who commission the aforementioned, people who produce content may be more interested in producing original material, commissioners may be more interested in seeing stuff done with their original material, commissioners like to see lots of things done from one series, etc.
Popularity is a big factor too, the more popular something is, the more likely an artist may end up drawing it of their own volition or will get commissioned to draw it, sometimes multiple times.

Here are two pictures I recalled having in my collection, might have some, but it'd require some digging. Have the picture LOZ did as well and variants of it, but wasn't sure if his was the piece you were referring too.
The lack of FSN pictures, like many other series, is a mystery of sorts considering its relative popularity. Only thing I can figure is that since it's a visual novel that has never been officially translated into English, and thus marketed, the primary way someone would come to learn of the series is via the anime/movies, which are relatively old, though I'm aware they did a remake and also a magical girl spinoff featuring Illya. Which then leads me to speculate that the reason it still may not get a lot of attention is because it's not shonen or flavor of the month/season.
I wouldn't mind seeing more works based on it, Saber seems like she'd be incredibly fun to mess with (Even has a scene in the visual novel when she is captured by Caster which could serve as a basis), Illya is adorable, and Taiga has her own personal appeal, and that's only scratching the surface and touching the various other novels, games (Red Saber is another of interest), etc.

More like losing team gets locked in the arena and the cleaning devices are let in to seek out any inky presences. They can keep trying to run but the machines clean faster then they can spread the stuff and soon enough they're cornered and the unforgiving metal monsters go to town on them, scrubbing their little spats off both figuratively and literally. -and if you just got respawned when the match ended you're stuck in that little forcefield and you get to go first.~ No blowing up though, these machines are veeeeery gentle in all the right ways, they'll even go to the trouble of working around and under that cute little outfit you chose for the occasion. Well maybe you didn't aim to lose but punishment is due when you can't discipline yourself (the bad guys always lose). That one person who held the team will be very cross, wriggling in a special frustration at a humiliation they didn't deserve.
Now as much as that narrative gets me going I have seen maybe three different instances that say that the ink just disappears after a battle is complete. I had been wanting to see a cute squid girl in hero gear worked over by brushes and such (which so appear in the story mode in some forms) when she tried to make some brave dive into an octarian base, getting in over her head. -or maybe she becomes a prisoner of war and gets tickle tortured by lewd octoling girls or strange octoling devices and tentacles.
Context isn't terribly important though, I just want to see some sexy loli squid.

I had a bit of a situation made up in my head a while ago of those female Rocket grunts who are holding Buena (and other not relative captives) hostage in the radio tower tickling their prisoner over the radio. The first thing that has always come to my mind when thinking of the main characters, rivals, or NPC trainers is that an unscrupulous individual takes advantage of the fact that the aforementioned are presumably traveling alone in the wilderness to abduct one of them and indulge themselves. Somewhat similar would be making the having to pay money to winner mechanic from the game just a modern take on some kind of ancient law where the loser had to oblige the winner in a sufficient manner.
Any members of a villain team wouldn't really need that much of an excuse to mess around with someone and you could likewise have a trainer who may have put a stop to the team's wrongdoing take justice into their own hands.
Really it all depends on what kind of character is being tickled, once you know that it's easier to try and construct a scenario. The ones you suggested with the Ace/Cool Trainer deciding to bully another trainer or getting punished for their arrogance both seem like they could be good.
This really did remind that the Pokemon themselves could be great tools not only for the actual tickling, but for any abduction or restraints.

That kind of thing just sort of happens I think when the source material is already blatantly fan-servicey. I'm repeating something I mentioned in another thread but Elfen Lied manages to have practically no porn even though the maker shoehorned a large amount of fetish shit into it. Off the top of me head we've got incest, lesbians, tickling, amputee, urination, excessive guro, general woman beating, excessive nudity, cat ear horns, general naked girl lab torture and terror-inducing experiments, "how does it feel to have sex with someone you hate?", child molestation, general pedophelia, rape, raping someone already with trauma for the hell of it, NTR, diapers, mind control, infecting males with diclonius reproduction DNA (I'm sure that gets somebody off), panty shots, ect. I was quite the fan of Digimon as a kid in addition to Pokemon, but have never really found the time or motivation to sit down and watch the subs for the older series or any that came after. It's a series that also has an excellent number of possible ticklees, both human and Digimon.
I do recall sometime back having this idea of a tickling focused Digimon that was created from tickle fetish detritus since I vaguely recall that in at least some of the series the digital world was in a way affected by the internet. Maybe have it look like an amalgamation of bad OCs you'd see and go through swings in personality and intelligence.

It did occur to me in the past that a lot of the shows which are focused on selling a brand usually have some nice looking female characters, Duel Masters for instance.
Yugioh really does gives you a decent amount to work with since it has a mix of magic and technology. Magic can allow the various cards to be used in all sorts of manners either against opponents or a monster that is summoned in some way. Technology can be programmed to react and do certain things based on the cards played and you could even possibly do something like an AI recreation of, for example, the Dark Magician Girl.
Something else to keep in mind for both Digimon and Yugioh is that since both have worlds that are similar to our own, it's possibly to come up with mundane reasons, though you obviously don't have as much freedom.

Another thing I remembered is that Digimon had at least three attributes they were classified as, Vaccine, Data, and Virus. I could see this possibly playing a role in the aforementioned tickler Digimon. For example, Vaccine could be the type that enjoys it when the ticklees have fun, Data could be the amalgamation that fluctuates, and Virus is all about using tickling as a form of domination and inflicting suffering for its own pleasure.

Thanks. It came to me after mulling over the amalgamation idea a bit more and realizing that while I liked the concept, the way in which how I described the Virus type behaving would personally suit my tastes more. From there is was simple jump to realizing that there are various types of preferences as far as tickle material goes and those preferences could be vaguely aligned with three of the Digimon attributes. Of course just as how exceptions to the rule are noted to occur with the aforementioned in general, I could see the same happening with any kind of tickle themed Digimon. For example, a Vaccine Digimon which uses tickling in not playful manner as a form of punishment.

Well it's not really a story, just a concept of there being a single Digimon or multiple Digimon born of the tickling content created by humans and then whatever attribute it has possibly having an influence on its preferences towards tickling or vice versa.
Ranamon is her own thing so none of the above would apply to her, but given her appearance could likely see her being viewed as a very tempting target. (Personal bias, not only do I think she has a cute design, but she also goes barefoot. I also liked the Southern belle route they went with for her voice in the English dub and I think she may have had a personality which would make her fun to mess with.)
Your post does touch on the fact I personally imagined such tickler Digimon going after the Digimon that are humanoid in appearance and considering their origins, possibly viewing actual humans as the holy grail of tickle targets.
Overall it's really a mutable concept and open to being used in any manner in which a person sees fit.

Yeah, since Ranamon from Frontier has a personality of her own it's possible to actually get an idea for how she would act. Considering she also tickles three of the characters in the show, it's not that out of character for her to engage in such actions.
Have only seen bits and pieces of Lillithmon, but going by appearance alone she could be fun. They've seemingly really expanded the number of humanoid Digimon over the years, giving more targets than just the human characters.
Renamon is one Digimon I'm really torn on since she has paws instead of feet, but her personality from Tamers makes her seem like she'd be delightful to put the screws to. There is Sakuyamon, who also has an attractive miko mode, but I'm unsure if she retains the same type of personality as Renamon.

Have to admit that there was at least one picture on the computer towards the end of the episode that I found appealing. The overall setup was close to what I go for too I think.
Don't really know what the community for the game is like, but I've the feeling they might react negatively to anything that wasn't lovey dovey consensual.
Shame I don't really go for projecting my sexual interests on already established characters or female ticklers since Max's power could be great for accomplishing certain ends. Reminds me of Japanese porno I saw streamed that used a similar concept, except it was the ability to stop time instead of rewinding it.

Jinx is another girl in that category of "crazy/weird girl who might actually enjoy it" which happens to be one of my favorite categories. Harley Quinn is another one in there; I always had this mental image of the closest thing to physical/sexual affection the Joker could ever show her would be tickle torture, given is fixation on making people smile/laugh. If you do play it Seriously avoid killing her, it's fucking sad. and if you do it on accident, and reload a save file to avoid it, a villain will mock you for it, saying he knows what you did. It's a genius game mechanic.

Can definitely get behind this, lovely set of character designs all around. Doesn't hurt that you could have them tickled at the hands of a medical professional or someone masquerading as one, something which I've a bit of an affinity for.
