Rolling tobacco is mostly a relatively fine cut of tobacco which works fine for a pipe, but there are many pipe tobaccos that won't roll well because they are a coarser cut, have chunks, or are in an un-rollable form.

I tend to stick with tins because the bulk tobaccos in my local B&M are not high quality.
Pipe smoking is different than cigar or cigarettes. Keep that in mind when thinking about the prices. A large bowl pipe will smoke for an hour or more- like a big cigar, but using far less tobacco. A 15$ 50 gram tin might have about 10 bowls worth of tobacco.
