well first you should explore the beer scene here in the US. Plenty of good brew here, although not always on a low budget.

Germany and Belgium are both world renowned for their beer as well

As for affordability, well, you don't get good beer for cheap. You can get decent beer for cheap, but you gotta pay extra for good stuff.
