Hello!
I want to travel to a western country to study tourism. I have little money so which one is cheaper in terms of tax (and can i have a scholarship) and cost of living.

What do you mean by "Western"? Do you want to leave Europe?
If you have good grades, it should be easy for you to get into a free uni in Germany or France. It's also EU, so you can work and be paid (more or less) what the native students are getting, too.
Also, what do you mean by studying "tourism"? Do you mean hospitality management or something like that?
Avoid the US, Australia, and maybe even Canada if you are trying to study for cheap. Working as a foreign student is almost impossible in the US.
